Pembroke shortening late-bill notices

Pembroke will soon stop sending out second notices to residents who don’t pay their water bills on time, after City council members voted unanimously Monday to end the practice starting in 2011.
The measure takes effect Jan. 1 and will save the city about $1,700 annually in postage and labor, according to City Administrator Frank Etheridge.
About 30 percent of the city’s water customers are behind “at any given time,” Etheridge said.
