Changes in HOPE, pre-K to be announced

ATLANTA - Gov. Nathan Deal and legislative leaders are set to announce changes in Georgia's lottery-funded HOPE scholarship and prekindergarten programs designed to keep the initiatives from going broke.

Deal and key legislators will hold a news conference Tuesday morning to offer details of their plan, which would reduce HOPE awards, cap bonuses to lottery employees and trim the amount retailers receive for selling tickets.

Lottery proceeds have not kept pace with the HOPE program. Under the proposal, HOPE awards would no longer keep pace with tuition increases and pre-kindergarten programs would be reduced from 6½ hours a day to four. The number of children in the program would increase.
