City hopes to hold millage level

The Richmond Hill City Council got two pieces of positive financial news Tuesday when members met at city hall.
The city’s budget for 2011 is expected to be balanced without a tax hike, and its coffers are getting a boost of more than $2.7 million thanks to a federal grant.
